15 Affordable Homes Coming Soon to Baldwin Park
San Gabriel Valley Habitat for Humanity (SGV Habitat) is bringing new affordable homeownership opportunities to Baldwin Park through the Stewart Avenue development. The project will transform a former church campus, generously donated by the Presbytery of San Gabriel, into 15 affordable homes for qualifying, low-income first-time homebuyers.
The Stewart Avenue development is the first affordable housing development in Los Angeles County using California Senate Bill 4 (SB 4) and will include one-, three- and four-bedroom homes. When complete, these homes will provide local families who have been priced out of homeownership with an opportunity to build stability and a future of their own.
There will be two types of housing opportunities available at Stewart Avenue:
- Traditional SGV Habitat Homeownership Model – This model includes a 45-year affordability term and affordability restrictions for low-income families at 80% AMI that apply to both the land and the improvements (home) being purchased by the homeowner.
- Land Trust Model – This model will have a 99-year affordability term, which is essentially perpetual, will be an opportunity for very-low income households, and the homebuyer will purchase only the improvements (home). The land will remain under the ownership of the Community Land Trust and will not be purchased by the homeowner.
More details on these two opportunities will be provided when the application is released in the next few weeks.

The Stewart Project is especially meaningful as San Gabriel Valley Habitat for Humanity continues its extensive Eaton Fire recovery work in Altadena. While rebuilding homes for fire survivors remains a critical priority, projects like Stewart demonstrate that the need for affordable homeownership extends across the San Gabriel Valley—and that SGV Habitat remains committed to creating more opportunities for families throughout our service area.
